How high can you safely raise the salinity in a brackish tank before you need live rock for filtration?

You can run a full SW puffer tank just like a brackish one, if you don't mind spending the money on 50% weekly water changes - once you get lots of live rock and skimming, IF nitrates stay under control, water changes go to half that volume/frequency, which is the reason for going full marine with brackish-marine fish.
No matter how magnificent your successes or devastating your failures, the worlds' approximately 5 billion impoverished people could not possibly care less.
