Upgrading your Mbu to a bigger tank is not something that you just knock together over a weekend. You need to consider the biggest possible tank based upon what you can afford, the strength of your floorboards and what will actually fit through the front door. I'm in the process of upgrading my tank and had to take the door frame off when I got the cabinet delivered!
You'll also need a powerful filter (i'm running a Fluval FX5) as well suitable decor, heaters, lighting etc... On top of that you'll need to get your water params tip top and cycle the filter (use some of your existing media to speed things along).
I really hope that you do this sooner rather than later for the sake of your Mbu.
Is there any reason why you cannot fill the current 130L tank? It is far from a solution but would at least provide a little more swimming space.

No wonder your puffer is banging his head on the glass - human beings do it too (or worse) when they get cooped up in a tiny cell all day! I'm a firm believer in giving a puffer as large a tank as possible, and while I understand that money is tight for all of us, that mbu of yours deserves better.

So you are putting your puffer through, what sounds like great stress, to save a bit on the cost of heating it's tank? You shouldn't be keeping fish like this if you can't afford it.

Do you like killing a large fish? It's what you're doing to it right now. You're making it suffer and die faster then it has to. Return it to any local fish store NOW. Don't be cruel. And don't buy another puffer fish. Stick with goldfish. They look like they're the cheap kind of fish for you.
