Yeah...
Carinotetraodon Travancoricus (Dwarf Puffer, Pea Puffer, Malabar Puffer) is best kept in species only tanks.
Otocinculus Catfish can occasionally be kept in larger tanks with these puffers, ghost shrimp are somewhat hit or miss (either they get ignored or they're snackfood) and finally, I have been told (and please do not take my word on this, it is rumor and heresay) that some Dwarf Puffers can be kept with Bumblebee Gobies (fully banded species, too lazy to look up the binomial name right now) As the gobies are as agressive and crotchety as the puffer....
Really, that smiling little dwarf puffer face is nothing more than a psychotic grin....

My husband has dwarf puffers with a candy shrimp, a crystal shrimp, an ottsinclus and a hoplo catfish and has not had any probs with them but i guess he's just been lucky

I think it's very odd but I have seen them sucessfully kept with several species of shrimp.

I have an Oto, 2 Crystal Shrimp and several Cherry Shrimp in with my DP's, there was a bit of interest to start with but no fatalities
The Shrimp are great to watch and brilliant clean up crew
