why are my mollies acting like morons?

UPDATE

I only now have one puffer, Tsuki, and 2 mollies. 1 male and 1 female. the female seems to be hanging in there, but does swim a little bit wonky still. I have blocked the filter area with filter floss for now, and looking into a new filter since I found my poor little Franz, bb goby, half alive in the tiny gap where the throttle switch thingy is. Tsuki is not aggressive at all and swims happily among the others, without even looking at them, who are also freely swimming around and not hiding. Even Franz used to have a good race up and down and in and out.

Tsuki is enjoying her crab and snails now that the farm is flourishing!
