Feeding a blue spotted puffer

My blue spotted puffer is not doing great... I have had him for 8 months... and at times he has definitely been thicker then he is now... I feed clams / mussels / frozen food / flake food. In my 75 gallon I have a flame angel / blue hippo tang / yellow tang / hali wrasse. I think they are out competing him for food? any suggestions?
* I offer up two sides of the clam and place them apart from each other trying to give the puffer his own space to eat... At the same time I add in nori to help distract the blue tang. BUT the blue tang seems to intimidate the puffer and he retreats to the corner?

Suggestions?

the other probably are. Mine is a very methodical eater, the clowns, and tang easily out compete when I have only one clam. They seeen to be very timid, atleast mine is
