Sorry to disagree w/PP, but +1 to bertie's comments. Live brine is close to nutritional zero, but are great appetite stimulants if co-fed with new/unfamiliar food. Thawed frozen brine is even poorer nutritionally, as shell rupture leeks out what minor nutriets are there. It is possible to home-feed live brine shimp, but it is rarely time/cost effective. Remember that FW puffers do not drink water, so they get no dissolved nutrients or meds.
Ghost shrimp, as with any purchased live food, should be QT'd and gut-loaded prior to feeding, as per berties's comments. If QT's and well-ferd, they are excellent food for puffers. I have used them as a significant part of FW lurker puffers's diets (30-50%),along with live snails for the other half of their diet. The more active puffers (hunter-predators) seem to enjoy hunting them down. For those the ghost shrimp are treats more than staples in my tanks.
IME, ghost shrimp do not have enough crunch for puffers w/fast-growing incisor plates -such as SAPs. They are purely a treat food for them. Their basic diet is home-cultured ramshorn and common pond snails. Those are 95% or more of the SAPs diet for me Both of those snails are used for SAP diets.

If live rocks are not wanted, then rinse some chaeto or macro algae from another hobbyist in your display tank. Also borrrow a piece of live rocks from an eatablished tank that you trust. Both method help my zooplankton population explode in my reef with only cycled base rocks.

Hahahaha!! My Congo will start off sleeping on the plants horizontally, and then slide off during the night. He frequently ends up sleeping completely vertical. The first time it happened I freaked out - then I just realized he's just a derp!
