Unfortunately I plan on running a sump system with a coast to coast drain on the back of the tank so the natural flow is front to back for the intake.

The output for the sump I planned on running a spray bar on a side but submerge ~5" from the bottom of the tank with a hole above water line to prevent siphon during power outage.

The C2C is complicating things at the moment for powerhead setups and a drip system.

I like the idea of a strong power head near the top and hope it causes a circular flow pattern as mentioned

I've not used a c2c overflow but if you put power head on one end across top, towards the front and drip at top of other end(somewhere towards middle or front) the movement from powerhead should pull the fresh(drip) water down and across the bottom before it would just hit the overflow. That may also have you need to consider raising the return towards top though on same end as powerhead, or low like you planned but opposite end from powerhead.
