Little F8 gorges himself while big F8 gets nothing?

Hi, I have a feeding issue that I need help with. I have a 40 gal brackish tank with just 2 F8 puffers and a couple nerite snails. The smaller F8 is much bolder than the larger one and when I feed he gets waaaay too much to eat while my shy F8 who is bigger gets not enough. Do you have any suggestions besides to separate them? I really don't want to set up a 2nd brackish tank and I can't hand feed big guy b/c he won't even get near food if I am close to the tank. Thanks for your help.

I would add a 3rd F8 to dilute the pecking order & bullying of the smaller fish by the bigger one.
