Need some help with info on figure 8 puffers

Hi I'm new to puffers and have fallen in love with the figure 8 puffers. My lfs normally has them but keeps them in freshwater. Would it be a good idea to put them in fresh and a few weeks after gradually change then to brackish. I'm using a sponge filter for a 60 gallon with a 55 gallon air pump. I was also told I could keep 3 in a 29 gallon or 3 in a 20 long is this correct. Thank you for any info
