If you haven't checked out the dwarf puffer site, definately do it before you go so you have some better ideas on how to tell male from female. Its hard if they are young, but if you get lucky you'll still be able to figure it out.
As for the filter, my dwarfs never had trouble with an AC300 set on full blast in the 29 gallon tank . Active and very strong little buggars, even when they were just babies.
