can you feed pea puffers sea monkeys or is it better to get the proper brine shrimp eggs

They are the same thing. Neither are the best food, as they are 98% water & not very nutritious.
Most DPs prefer live blackworms but you can try freeze-dried worms, FD plankton & small peaces of raw seafood.

Yeah, mine has been good with just snails since I got it, and every once in a while it'll catch one of the shrimp I have in the tank to help with algae
