[welcome]
I grew up on the Big Island, my sister and her family live on Oahu in Mililani. I'm certain she will not be able to help you with an arrow head puffer though :/

It seems shipping fish & other animals not endemic to that area is illegal.

Some do some don't
It's amazing how easy maintenance is. If done regularly and thoroughly

Probably too much of a long shot, but do you know my nephew, Ian Perreira? Lol, I always think it's hilarious when someone asks me if I know one random person out of at least tens of thousands, so I'm doing it this time.
It's been a bit since I've been there, but I had never seen or heard of that type of puffer being available anywhere on the Islands.

Here is a list of things that are legal to ship. If it's not on the list you have to contact the Hawaii State Dept of Agriculture to see if an exception can be made. http://hawaii.gov/hdoa/admin-rules/subt ... AR-71C.pdf

As far as recommending a puffer to you we need to know what sort of setup you have available for it first.

40 gallon is way too small for a fahaka. You're welcome for the link.
