Research DIY/homemade liverock. It's the cheapest route and can be fun. You can turn it into liverock by seeding it with a small amount of real liverock. It takes some time and patience, but is worth it in the end. Make sure you understand the curing process of it though, so you don't end up killing your fish.

DIY LR is a nice way to go and I've done it. For the hassle I would go the route of finding some LR on Craigs List and then buy some Eco Rock (not harvested from oceans) and use that. The older LR will seed the Eco Rock.
