Help with Porcupine puffer

Hi guys,
This is my first post, I am needing some help. My partner and I bought a puffer fish last year. We have 170liter Marine tank with just him In it. We did have a Fiji Tang in with him, but sadly he died after a couple of months we had him.
We have just notice in the last week or so that our puffer has not eaten very much to nothing at all, we have don’t small water changes to 60% water changes. We have tried feeding him live Shrimp, Cockles and muscles. But with no luck he is still not eating. Today I put in 10 live shrimp and sat and watched him for a bit to see if he was eating or even hunting them. It looks like he is hunting but not getting any of them. At one point he looked like he was chocking or trying to catch breathe.
Can anybody help with this, I don’t know what do next.?
