Weird Lumps Near Eye and Under Mouth

Hi there, See pictures attached:

I noticed one of my pea puffers developed a weird white growth/lump near its eye. Under its mouth, there is also a lump that protrudes out.

Over the last month, the lump under its mouth appears to be getting bigger. I don't notice any difference in behaviour and it seems healthy.

Any ideas what these could be and if any action needs to be taken?

1) Your water parameters - pH, Ammonia, Nitrite, Nitrates
pH: 7.6, ammonia: 0ppm, nitrite: 0ppm nitrates: 40ppm

2) Tank size and a list of ALL inhabitants.
17g, 4 dwarf puffers, 1 tetra

3) Feeding, water change schedule and a list of all products you are using or have added to the tank
daily frozen bloodworms, occasionally feed ramshorn snails

4) What changes you've made in the tank in the last week or so. Sometimes its the little things that make all the difference.
20% water change 1 week ago

5) How long the aquarium has been set up, and how did you cycle it?
current tank set up for 7 months, cycled from previous tank

Great, clear shots of a tiny fish! My guess is cysts that may or may not go away. None of the other fish have them?
