C. travancoricus not swimming right

Hello, so my C. Travancoricus (dwarf puffer) is not swimming right. She lays on either the substrate, on plant leaves, or in hiding caves mostly. When her sister goes up to her, she will dart away, but quickly just fall to the bottom. I recently got both of them 2 days ago, and the other one is doing well-bright, curious, and very active. What should I do?
Water Parameters- Nitrate 0, Nitrite 0, Ph 7,5 KH 40, GH30, Ammoniak 0
Tank Size and all inhabitants- 40l with 2 dwarf puffers
Feeding, water change schedule, and list of all products that have been added- Attempted feeding with bloodworms once, didn't accept them so removed, waited another day and fed them tubifex worms and removed any extra. Haven't fed anything else yet today. Water changes with them haven't been done yet as I've only had them for 2 days now. No other products have been added to the aquarium, however there various plants of which I don't remember the names of.
