Need help with sick dogface

I have a 150 gallon tank with dogface puffer, snowflake eel, and web burrfish (added about 2 months ago). Feed krill couple times a day. About a week ago, puffer stopped eating and began slightly bumping into things. Also seems to be showing teeth more. Laying on bottom of tank. Starting to see white on edge of tail.
Checked water:
temp 82
pH 8.4
ammonia 0
nitrite 0
nitrate off the chart (been a constant battle)

Have performed 50% water change and treated with PraziPro. Tried enticing with shrimp and clams with no luck. Those would previously drive him crazy... Local "experts" no real help. Any suggestions?

Why the Prazi? That's for parasites. Do you see signs of that? If the nitrite is off the chart, then you need to address that with lots more water changes.
What kind of filtration is on there? Skimmer? Refugium? Live rock? Flow?
