Specifically I'm hoping to make some caves out of slate

I use the two part epoxy sticks for attaching frags and initial rock builds but I would assume you can use the same adhesive/sealant used for building /repairing glass tanks. This would be silicone 2 adhesive sealant make sure it does not have the mold/mildew products added.
