Does this guy seem healthy?

Does my guy, Gus, seem healthy?

Or does he have a fungal infection, as his skin seems like it as matte texture to it. His sides and tail are dark, yet his under belly is perfectly white. I'm not sure whether it is just water parameters that could be a little out or whether I should be treating him for something else...?

I'm new to owning a puffer. Was gifted him as a surprise. Had him for about a month. He seems relatively docile, but eats regularly.

Would love any opinions from experienced puffer parents.

He is not the most active (spends most of his time hiding in the shadows - when he is not there be is in the corner of the tank ebbing up and down the glass, not pacing though) and his skin doesn't seem to be smooth. He doesn't seem to have much of an appetite but will have a nibble occasionally. He has a lot of bubbles stuck to his his belly this morning too. I have noticed in most of the vids on youtube, with GSP that there isn't any black on their side, but Gus seems to have black patches all the way down his tail.

I was wondering whether he had some sort of skin condition of fungal infection is should treat...?

I have a 30 gallon tank with the salinity at 1.008, ph 7.5 . I haven't been able to test for anything else yet, as my budget has been depleted on the tank setup. My tank has been cycled for a few weeks now and I have been doing 10%-20% water changes daily (just to be safe from excessive ammonia and nitrates).

Am I over thinking? Or do you have any suggestions for me?
(Sorry for such a long post - I'm just worried about him and I just want the best for the little guy, with my limited knowledge)

You eeally need to get the water tested. Won't your local fish store do it for you? How EXACTLY did you cycle this tank?

I need to find an aquarium pet shop nearby. It has been tough lately because of the lockdowns here in Bangkok. Next time I head out I will take a water sample with me and ask around at the markets. I just cant afford to buy test kits right now.

I was told to add some bacteria, from a guy at the market, a few weeks ago. I'm running 1 hang-on filter and 2 internal filters. I presume the bacteria has been doing its thing within them for the time being...?
I'm a total noob when it comes to this. Like i said the OP, this fish was a gift... bought without any prior knowledge or research beforehand. I'm just trying my best to get him healthy and happy

Sorry for the late response, I've been out of town for the weekend.
I should have checked--didn't realize you were in Asia. I know a lot of these fish are caught there in the wild. Is that where your friend got it for you?

**Update** Thanks for the link. I had already read the article. I managed to get hold of some seachem prime and stability and has since done its job. Gus is looking 100% better. Thanks for the help
