Online Auto-Surfing/Traffic Sites

Does anyone know of some good, SAFE, free sites that will have people clicking on a link I set, and perhaps sign up to said link? I need at least 25 people to join up to a site in the next two weeks. :\

What does joining up do? Is there a commitment and how active ya gotta be?
If I don't have to be active (no clue what the site is about....) I'll join it for ya LOL... if I'm interested I might even use it???

And no, you don't have to be active. Just sign up. There's virtually no e-mails from the site either (I've never received one).
