Rather you want freshwater, brackish, or marine really sets up the choices you have. So, what is your tank prepared for, or what do you want to prepare it for?

Why not just start out marine, and drip acclimate the puffer to marine conditions? This is a perfectly safe method and you could avoid ever purchasing a canister filter and only using it a few months. Growth rate generally depends on what you're feeding. Make sure you're giving them a food with enough calcium. Mine seem to grow a bit slower. Like, it takes them around a month to get the size of a GSP eye. I wouldn't recommend breeding snails with anything because whatever else is in the tank gene...
