Yeah, if I had to take a guess I would say internal parasites. If you get another one, I would recommend feeding it bloodworms soaked in PraziPro. Dosing the tank does nothing. And lastly what is your KH? If it is too low then your pH is more susceptible to swings.

Yeah, JayEmpty is correct. And I may be wrong but it sounds to me like the OP was asking why the question of cycling the tank was connected to the situation mentioned, not why the act of cycling is important.

In a 33 gallon, I would do a group of 3 as long as there are not other tankmates.

O really? So 25% ish water change weekly, adding the new all in one fert and co2 and just leave it at that is gonna be ok? Just to confirm That sounds good. I'm not sure if you knew, but CO2 will actually lower the kH and thus pH slightly. Once again, just make sure that the CO2 levels stay as cons...

Yeah didn't mean to imply that hahaha. But no even without poison they can take off a finger once they reach like 8 inches

Honestly I would guess that they are Carinotetraodon Imitator, a species discovered in the 1990's that is very similar to the common dwarf puffer (C. Travancoricus)

Yea very possible. Im receiving my all in one fert today. Replacing all the other stuff. But reducing the Ph is very important for my tank as the tapwater is 8 which is way too high for the puffer. If not adding chemicals how would I reduce that? I know co2 lowers it a little bit but not enough. A ...

Sorry I know that the thread's like a week old but I just wanted to add that when you clean the tank and stuff, you do have to be careful not to get bitten if the fish stays in. They can do SERIOUS damage.
