it may take several attempts until the puffers are hungry enough, or until they recognize them as food

They like to defend their territory. I've found one of the best ways to diminish aggression is to get lots of plants. What they can't see they won't go after. it would be a good idea to check the water parameters before changing water, just so you'll know if there are any "chemistry Issues" present.
