You don't have to drill the tank, you can use the method of a siphon, but if there's a power outage, you might end up with water everywhere... I had timers on my salt and planted tank, but they'd reset if there was a power outage, so I canned them. Such a rare fish IMO does not belong in an aquarium. It belongs in the wild. With rare species even one specimen can make a significant difference in it's survival. It all depends if it's rare in the wild, or simply rare in the aqua trade. I would say that if it's rare in the trade, then no worries...

It all depends how good you can rinse the tank... I've used a tiny cap of bleach (please don't get on my case here guys) with a big pail of HOT water. It worked for me. My Fahaka has puffed only once (that I've seen) and it was just one random morning. Came downstairs, and I was like whaaaat? Oh, he's puffed! He basically deflated once he saw me.
As for my Ceylon... Never. He's an angry/mean fish, but has never puffed (that I've seen) in 5 years.
