If you get a tank divider/ trap in a net then you can separate the porky away during feeding time for a few sessions.

Also try starving him for a few days as it can be an effective way to get a picky puffer to try new foods. Also putting a piece of shrimp on a string and making it "dance" in front of the puffer can often get them interested enough to strike.

I cannot see the mouth well enough from the picture, how are the incisors? That is a much softer diet than I use for these fish. He was getting a diet of 90% snails until the planaria outbreak decimated my snail population, so he recently has been getting 25-50% snails and the rest is the aforement...

I am so sorry, she sounded like an amazing wet pet. I would go for another Toby personally maybe find a different species instead of another orangetail to honor Camille but not replace her. (I am not suggesting you try)
