Give Frank a close look over under good light to check for spots, patches, or anything that may require a medical attention. If he's even the slightest bit sick, the transfer may simply have been too stressful when factoring in the "new" water. There HAS to be a water difference between the two tank...

I'd bet that a vintage Russian fighter pilot's full-pressure helmet would make an excellent home for a couple of D/Ps.
