I've always read to not have any decorations/accessories in the tank that the puffer cannot swim out of when fully inflated.

However small the risk, it's not one that I would be willing to take.

I'd skip the pipes. You don't want anything in there that your puffer could get inside, puff up, and be stuck.

Not familiar with plant life in creeks and such, but the "mossy stuff" you collected looks a lot like algae.

Lest he wish for castration, he is under strict direction to add absolutely no food to the tank that isn't in a baggie! He's one of those people that doesn't "get" fish, but he does like to watch them. Except the blackworms, I guess... but I made him do a practice run last night and asked ...
