you keep contradicting what you say. If you had done your research, you would know that a leopard frog needs a semi-aquatic environment, and that a 20g long tank is not nearly big enough to provide that. I am fully aware that leopard frogs are semi-aquatic, and am also aware that this is about fish...

How long does it take for a Jack or a Leporinus to bite out an eye, no time at all. If it's damage inflicted by other fish, it's not popeye. Any fish, especially ones that tend to be aggressive, may cause an injury.
After that, the aggressor or any of the other fish may pick at it relentlessly.
About all you can do at this point is quarantine the injured fish & treat with melafix or pimafix, or whatever else is appropriate.
