My puffers hated tubifex too I have a tray of frozen tubifex still in my freezer because they just wont eat them, no matter how hungry they are lol! I was a little grossed out by the stringy, snotty consistency too lol!

I have 3 amano shrimp in with my male and female Irrubesco, the puffers don't bother them at all, they have been in there for about 4 months and are still alive and well and my tank is algae free yey!

The night I posted this message I saw one scoot across the tank, just after lights out! lol! There are loads of caves and tons of plants in my tank, it's like a jungle so they can easily stay out of view!

It really is true that puffers have different personalities though, alot of people have had success keeping Irrubescos with other fish, but my female Irrubesco took chunks out of my cory's fins . Maybe Audrey just has a bad attitude lol!
