Is he getting any heavy competition when you're feeding? What did the large BM look like? Just an aside, feeding krill to puffers is known to cause lockjaw but it's usually over a longer period of time. Try stopping that and see how he does.

Unhappy GSPs generally have dark undersides, dull colors and are inactive. Happy GPS's are active, inquisitive, have hearty appetites, and nice white undersides.

With the liquid just soak it with a small amount of the med straight. As for the garlic, you can crush a clove in a bowl or small cup and put the food in there for a few min or you can buy a garlic extract. Kent makes Garlic Guard that works well.

Fish make waste continuously. They have kidneys too and poop isn't the only waste. Get him out of the bowl and in to a cycled system, like PP said, if you want to give him any chance of survival. Hi! That product is more targeted for an external parasite treatment not internal but you should be able to use it. Why on earth is your tank so acidic? Did you put in some uncured drift wood? Tannin's will drop the pH like a stone, also poor oxygen/Co2 exchange will do that too.
