My redtail puffer has cotton wool disease and im clueless on what to do please help. The parameters on the tank are fine and the tank matches the habitat of the puffer please someone give me some advice

Heres a top view of my puffer, from the photo you cant see the fuzz of the spots but it closely resembles the fuzzy spike nature of cactus. Ill attempt to get a better photo when the opportunity presents its self.

I got my puffer 2 days ago and just today observed there were some white fuzzy spots on top of my irrubesco puffer. Im not sure if its just colouration or debris as it does not look like ich or white spot or wool. Anyone have some advice or explanation?
