I got one of my schoutedeni from exoticfishshop on ebay (not sure if it's the same store as the link above. )The puffer arrived healthy and communication was great.

I'm sure you already tried this, but maybe soaking the food in garlic guard or similar in addition to the medication will help with palatability? Will be interested to see what others think. I once had an issue that appeared like this on some new fish in my cory tank that I suspected was Columnaris. I was able to successfully treat with methylene blue.
