Yeah he's eating which is why I find it so weird. He may have swallowed air but how would that get fixed?

I've had a young Fahaka puffer (1.5 inch) for about a week and he recently began floating around the surface. Whenever he tries to sink his backend rolls over and he ends up doing a cartwheel.
