I know that it's been like a week since you posted, is he doing any better? If he still hasn't then I would give him some live food just to make sure he doesn't starve, but then I would take a frozen shrimp and wiggle it in front of his face. If you just keep at it he will eat eventually.

Otocinclus catfish are good options, people tend to have success with those.

I see Amazon puffers in local fish stores all the time. I would just call around your local stores and one or two are bound to have them. Also though you should buy PraziPro as soon as you get them, Amazons have always been extremely prone to parasites in my experience.

I agree that you're better off buying frozen shrimp, squid, fish, etc. but I actually have fed my puffers SW feeders without an issue. 99 percent of the time, SW parasites are not transferable to FW fish.

I would DEFINITELY recommend the Marineland Polishing Internal Filter. I have one in my 55g, and it's been running perfectly for about 4 years now. To raise the pH you need to either raise the KH or reduce CO2. To raise the KH you should add aragonite or crushed coral, and to reduce CO2 you can either add oxygen artificially or put in a lot of plants. Do this slowly though, I don't know the exact rate but it should be easy to find on Google.

Mesh should work well as a cover. Fish can't really use toys, if you want them to have stimulus I would recommend adding a lot of really small invertebrates like shrimp or crabs that can hide easily so the puffers can stalk them without eating a ton at once.

I have carpet plants with my DP and redeye and they have no issue at all finding food. Puffers have incredible vision and are able to distinguish prey much better than other fish. Also, if some pellets do happen to go unnoticed then the snails will take care of them. Just be sure to use snail specie...
