F8s in a 20H bowfront

Two questions:

1) I've read several different things about what salinity F8s should be in, from freshwater to 1.005 to 1.012. Which one is it, brackish or not, light brackish or medium brackish?

2) How many F8s could I put in a 20H bowfront tank moderately planted?

Small brackish setup

I'm new to brackish and the livestock, and I have a few quick questions about the feasibility of potential (small) brackish tank setup. I read that F8 puffers are only 3-4 inches at adult size--true? Any chance I could put one in a clean, established, cycled, moderate to heavily planted 5 gallon tan...
