So my current stocking for this tank is 1 kribensis,6 neon tetras, and 5 black phantom tetras. I plan on getting 4 more neon tetras and 5 or 3 more black phantoms with 8 kuhil loaches will this overstock my tank.I have a 20 gallon

How long has the tank been set up? Water change schedule?

i have had the tank setup for about 6 months and i do a 25 percent water at the need of every week and a 50 percent water change at the end of the month

IMO yes that will overstock your tank. The fish will be a blur of colour and not so interesting to watch. Shoaling fish need a fair bit of space to get the best from them, plus when fully grown won't have much space

+1 to bertie's comments. NIMFT, that would be way overstocked for me. It would also be under-mainlined. I'd use fewer species and larger water changes.

We all do a minimum of 50% WC weekly here. ;)
