Question about identifying a Hawaiin Puffer

Is there an easy way to tell the difference between Canthigaster punctatissima and Canthigaster jactator? When I bought Frank (thats his name) all it said on the tank was Hawaiian Puffer. And also in all the pics I've seen of puffers there tail fins are mostly clamped. Frank runs around all day with his tail fanned out, is this normal?

C. punctatissima has much smaller and more spots than the C. jactator. Juveniles can look similar.

The fanned tail fin is good. Clamped tail fin can be a sign of feeling bad.

I have come to the conclusion that I have a C. jactator. Thanks for the help!
