Green Spotted Puffer Salinity help

Hello. I have a 1 1/2 inch baby GSP. He has been in a brackish tank since I got him, and I'm eager to convert him to full salt. I was just wondering if anyone knew when I could do the conversion. I already have all the filtration stuff ready to go, just need to add the salt pretty much. Can I increase the salinity to marine now, or do I have to wait a specific amount of time? He was rescued from Walmart of all places who kept him in freshwater and since I don't know his age, and they each tend to grow at very different rates, I'm unsure when he can be converted.

Do you think I can start adding salt now? I've seen a lot of Youtube videos of GSP is full marine the same size as mine, but who knows how old they are, or if they even lived. Any suggestions would be greatly appreciated. I'm eager to get some live rock for this tank, but I don't want to get any till my salinity is over 1.022.

Wasn't sure if this would be considered brackish, or marine, so hopefully its in the right spot. :)

GSPs only need 1 tablespoon of aquarium salt per 5 gallons of water.

I took this pic yesterday at Walmart. And you can feed them flakes, who knew?
