Are the Orange Tail Fiji Puffer and the Jewel Puffer... exactly the same fish except for the difference in spot coloration?

Thinking about getting one.. if I could only find a LFS that carried them..
All I could find was a vallentini and just a spotted sharpnose.

I have had experience with Tobys in the LFS where I worked in the past. They are cautious for puffers, and not nearly so wide/round as puffer owners expect. However, they are quite cute in their own(pointy nosed, easily spooked) way, and are honestly the ONLY puffer genus(other than, on RARE occasions, Porcs) which are likely to take to a reef tank; yes, you may be able, with significant caution, keep an adorable puffer with your valuable corals... if it's a particularly good natured Toby, particularly the valentini.
No matter how magnificent your successes or devastating your failures, the worlds' approximately 5 billion impoverished people could not possibly care less.

I already have a marine reef tankand a beadlet nem coolwater marine nano. I have a spare that's going to be either toby marine based or for a lurker like the Congo.
I love the Canthigaster sp and am torn at the mo.
