I put some fry in with him/her but she doesn't seem to notice or hunt. He likes the brine shrimp every time and eats well, but wondering why he won't commit to hunting.

Your puffer is not a fish-eater, he needs crunchy foods. Brine shrimp has no nutrition, mostly water.

So while he appears more active, and by that i mean less non-active, he is now doing occasional barrel rolls while swimming...any ideas on this one?

Looks like a worm is attached to his side or coming out of him causing him to roll...
