Actually, I have already scrubbed the tank, and it's been back up and running for a couple of months now without issue. What I'm really curious about is potentially cleaning the old sand and plastic plants that I couldn't quite clear the residue bacteria from with elbow grease.

Is there any way to destroy cyanobacteria that have formed akinetes? I understand that spot treating with hydrogen peroxide works when the cyanobacteria is active in the tank, but will it work when they're dry?

Nope, not pinched at all. I was worried for nothing.
It's strange, I keep reading things about a lot of puffers getting nervous when the lights are on, but this guy freaks out when the lights go OFF.

An update for those who may care: I did about a 95%(?) water change, as I was too rushed to siphon out the last inch or so of water. Refilled and dosed around 4ppm. 22 hours later, (I had to leave for work) I tested and got 1ppm ammonia, 0ppm nitrite, and anywhere from 20-40ppm nitrate. 8 hours afte...

Best Yet Clear Ammonia. I assume that means the apparent complete lack of nitrites is irrelevent?
